Purpose:
1.) Empire security
2.) To colonize
Proposal:
For the term of until the end of YE 31, we will cease any further expansion of space until the time or until the below clause is fulfilled.
While no longer expanding Yamatai's borders, the empire will then begin the full development of systems and worlds under Yamatai's control. Development includes infrastructure (IE: In general the building of cities, the similar and defenses, against Combat threats or Natural threats. Or anything else.), colonization (And NOT done by merely creating entities such as Neko. They must be 'Natural', or having finished their combat duties they were created for.), and planetary exploration (Planets, animals, geographical features, Relics of any kind, etc.).
"The Star Empire's worlds are either just territorial flags or only partially colonized. We have a surplus population in the core, many of which people fleeing 'in space' to flee from the Mishhu. This plan will bring about jobs, homes, and in general good things to the Empire. Stopping space exploration will allow us to concentrate all exploration resources on this project, which I believe will improve it significantly. As well, it will make the empire look better instead of just the good core worlds, then the shabby worlds farther out." Maysaki spoke, and then leaned back in her chair.
